The owner doesn't answer the phone, and there are no clear instructions for foreigners on how to access the building. We had to ask people outside the block where the "apartment" is located if they knew how to get inside. The behavior of the apartment owner was unacceptable. After nearly two hours of trying to get in, we received a text message telling us not to disturb the owner because it was late.
